I think what you are trying to do can be done with the tools in the assembly toolbar (align, center, orient)

we use a similar system. It would indeed be good to have advanced title block fill-in. For now, I worked around it by using the complete file name in a field that is long enough and labeled accordingly.

The basic structural tools in CAElinux are quite usable!
Advanced modules (explicit and CFD solvers) on the contrary are quite difficult tu use.
The configuration is very simple (CAElinux is based on Ubuntu).
Have you ever heard about this?:

The reason why you see the wait cursor is because you are still inside the command that you executed to display the dialog. What you need to do is display a modeless dialog:
